Reference PSK31, would a 24 bit sound card help the operation. My
motherboard sound is lacking and. I am going to buy a new PCI card.
Any suggestions on what card to buy? PSK31 will be new to me, and I
wish to get it right the first time, if possible.

Nope. You can use the most modest 44KHZ, 16-bit card for the job.

Other sound card radio requires 48KHz (like DRM). There is nothing
out there yet that requires -- or can take advantage of -- 24 bit,
96KHz cards.

Consider a USB sound card. You can use that with a laptop. The
Soundblaster MP3+ (renamed "Digital Music) sells used on eBay for $30
delivered and works with every radio app I know.
